Summary

In this position you will work closely with the Cotton &Tobacco management team to efficiently and effectively carry out all administrative operations. You will serve as the Administrative Officer for Cotton and Tobacco Program. This staff is responsible for the financial administration of policies and procedures related to budget formulation, budget execution, financial systems, personnel, procurement and other related administrative functions to assure compliance with established guidelines.

Duties

  • The duties may include, but are not limited to:
  • Works closely with Program management officials to ensure business needs of the customer are achieved.
  • Evaluates and modifies existing methods, procedures, policies, and reporting requirements to create improved efficiency and/or customer satisfaction.
  • The incumbent represents the Administrative Staff at meetings.
  • Functions as the advisor and technical resource on budget, accounting, and financial management matters.
  • Oversees the billings and collections of activities of Cotton and Tobacco. Provides advice and guidance regarding the management of travel and travel costs.
  • Reviews travel activities and assures that travel authorizations are issued in accordance with Agency policy and regulations.
  • Oversees all SF-52's, Personnel Requests, required for the work unit in accordance with established procedures, ensuring that the appropriate documents are prepared and forwarded.
  • Prepares routine personnel reports such as the personnel summary, EEO report, and time and attendance reports.
  • Provides and coordinates on-the-job training for newly hired budget analysts, management analysts, administrative support assistants, administrative technicians, and other administrative personnel.

Requirements Conditions of Employment

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Ability to interpret and apply the rules, regulations, procedures, and practices utilized in the administrative management of budget, procurement, and human resources.
  • Knowledge of user-fee billing and collection procedures.
  • Ability communicating and coordinating activities with others.
  • Ability to communicate effectively in oral and written format with individuals/groups with diverse backgrounds and in a wide variety of situations.

Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
