Duties

This position is located in the Special Operations Division, Operational Services Bureau, Hazardous Incident Response Division (HIRD), United States Capitol Police (USCP). Performs and monitors established administrative management requirements for an organization with few subunits or functions with well-established administrative requirements. Applies administrative policies, maintains various systems, and handles travel or other staff requirements. Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided.

Analyzes and summarizes budget-related information for the manager. Supports administrative activities related to preparing the final budget package for submission and responding to questions. Assists in ensuring that adequate control systems are set up to monitor accounts during the fiscal year and makes adjustment as required. Prepares necessary reports and ensures that automated reporting systems are up-to-date.

Initiates contacts with U.S. Capitol Police employees, supervisors, and managers to give technical advice and guidance on problems or relationships of a procedural nature, such as common administrative practices and procedures to organizations pertaining to areas of responsibility and delegation of authority.

Prepares reports, correspondence, and other written materials in accordance with established regulations and guidelines on straightforward policy issues or requirements, such as timeframes for requested responses, or required regulatory references.

Provides assistance to managers in human resources administration activities such as coordinating personnel actions and tracking their status to ensure that suspense dates are met. Provides guidance in establishing positions and developing position descriptions, and performs support duties to assist in resolving employee relations issues. Supervises a group of employees performing work at the CP-06 level or lower. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

Requirements Conditions of Employment

Successful completion of a Background Investigation is required.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-7 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-6/GS-8 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) formulating, tracking, and/or analyzing budget related information for management; 2) preparing procurement and travel documents, reports and briefings using established database systems; 3) ensuring applicable rules, regulations, policies and procedure are followed when drafting correspondence, recommendations, reports and memorandums related to management and administrative programs and issues.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

The experience requirement may be met by: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.

There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
